"Aufbau Ost" Progress Reports
Under section 11 subsection (3) of the Financial Equalisation Act (in the version valid until 31 December 2019), the Stability Council is to discuss the “Aufbau Ost” progress reports for the Länder of former East Germany (which are produced in connection with the development programme for the economic reconstruction of these Länder) and the statements of the Federal Government on these reports.
As part of producing the "Aufbau Ost" progress reports, the Länder of Berlin, Brandenburg, Mecklenburg-Vorpommern, Sachsen, Sachsen-Anhalt and Thüringen provide the Stability Council with annual updates on their progress in closing infrastructure gaps and on use of funds given to them to tackle special challenges arising from the division of Germany. The reports are to be presented by 15 September of the year following that covered by the report.
Under section 10 of the Stability Council’s rules of procedure (in the version valid until 20 June 2021), the Stability Council Working Group is to discuss the "Aufbau Ost" progress reports and the opinions of the Federal Government on the reports. The Working Group then submits a proposal for a decision to the Stability Council. The "Aufbau Ost" progress reports and the Federal Government's statements are published as Stability Council discussion documents.
